《古司馬兵法》曰:上貴不伐之士。不伐之士,上之器也。茍不伐,則無求,無求則不爭。國中之聽,必得其情;軍旅之聽,必得其宜。此貴不伐之士也。不伐之士治國必得其實,在軍必得其宜,故先貴而用之。從命為士上賞,犯命為士上戮,故其勇力不相犯。既致教其民,然後謹選而使之。事極修則百官給矣。教極省則人興良矣。
又曰:凡戰,勝則與眾分善。將雖有獨見之知,戰勝不自取功,常推與下分者也。選良,先無功者。勇猛勁才,戰不得功,后戰必選為前,當以激致其銳氣也。若使不勝,使過在已。戰有失利,當為吏士引其過咎,令無慚愧,使復可使。
又曰:上同無獲,將智與眾同等不能自用,又不能用人,隨眾取同,故無功也。上專多死,將無明智,恥求賢問智,自專事為眾所弊,故戰多死也。上生多疑。將無義必,茍求全免害避難,則士多疑者也。上死不勝。將無善略,茍以死當敵,故不勝也。凡民死愛,死怒,死威,死義,死利。視下如子,則民生愛;志意激揚,則民怨怒;使民以禮,征伐以義,則民死威;賞賜分明,則民死義;爵賞厚,則民死利。
