孟子見梁惠王,王立於沼上,顧鴻鴈麋鹿,曰:「賢者亦樂此乎?」
Liang Hui Wang I:
Mencius, another day, saw King Hui of Liang. The king went and stood with him by a pond, and, looking round at the large geese and deer, said, 'Do wise and good princes also find pleasure in these things?'
孟子對曰:「賢者而後樂此,不賢者雖有此,不樂也。《》云:『經始靈臺,經之營之,庶民攻之,不日成之。經始勿亟,庶民子來。王在靈囿,麀鹿攸伏,麀鹿濯濯,白鳥鶴鶴。王在靈沼,於牣魚躍。』文王以民力為臺為沼。而民歡樂之,謂其臺曰靈臺,謂其沼曰靈沼,樂其有麋鹿魚鼈。古之人與民偕樂,故能樂也。《湯誓》曰:『時日害喪?予及女偕亡。』民欲與之偕亡,雖有臺池鳥獸,豈能獨樂哉?」
Mencius replied, 'Being wise and good, they have pleasure in these things. If they are not wise and good, though they have these things, they do not find pleasure. It is said in the Book of Poetry, "He measured out and commenced his marvellous tower; He measured it out and planned it. The people addressed themselves to it, And in less than a day completed it. When he measured and began it, he said to them - Be not so earnest: But the multitudes came as if they had been his children. The king was in his marvellous park; The does reposed about, The does so sleek and fat: And the white birds came glistening. The king was by his marvellous pond; How full was it of fishes leaping about!" King Wen used the strength of the people to make his tower and his pond, and yet the people rejoiced to do the work, calling the tower "the marvellous tower," calling the pond "the marvellous pond," and rejoicing that he had his large deer, his fishes, and turtles. The ancients caused the people to have pleasure as well as themselves, and therefore they could enjoy it. In the Declaration of Tang it is said, "O sun, when wilt thou expire? We will die together with thee." The people wished for Jie's death, though they should die with him. Although he had towers, ponds, birds, and animals, how could he have pleasure alone?'

》曰:「濟濟多士,文王以寧。」言輔翼賢正,則身必安也。又曰:「弗識弗知,順帝之則。」言士民說其德義,則效而象之也。文王志之所在,意之所欲,百姓不愛其死,不憚其勞,從之如集。《》曰:「經始靈臺,庶民攻之,不日成之,經始勿亟,庶民子來。」文王有志為臺,令近境之民聞之者裹糧而至,問業而作之,日日以眾,故弗趨而疾,弗期而成,命其臺曰靈臺,命其囿曰靈囿,謂其沼曰靈沼,愛敬之至也。《》曰:「王在靈囿,麀鹿攸伏,麀鹿濯濯,白鳥皜皜,王在靈沼,於仞魚躍。」文王之澤,下被禽獸,洽于魚鱉,故禽獸魚鱉攸若攸樂,而況士民乎!

靈王為章華之臺,與伍舉升焉,曰:「臺美夫!」對曰:「臣聞國君服寵以為美,安民以為樂,聽德以為聰,致遠以為明。不聞其以土木之崇高、彤鏤為美,而以金石匏竹之昌大、囂庶為樂;不聞其以觀大、視侈、淫色以為明,而以察清濁為聰。
「先君莊王為刨居之臺,高不過望國氛,大不過容宴豆,木不妨守備,用不煩官府,民不廢時務,官不易朝常。問誰宴焉,則宋公、鄭伯;問誰相禮,則華元、駟騑;問誰贊事,則陳侯、蔡侯、許南、頓子,其大夫侍之。先君以是除亂克敵,而無惡于諸侯。今君為此臺也,國民罷焉,財用盡焉,年穀敗焉,百官煩焉,舉國留之,數年乃成。愿得諸侯與始升焉,諸侯皆距無有至者。而後使太宰啟疆請于魯侯,懼之以蜀之役,而僅得以來。使富都那豎贊焉,而使長鬣之士相焉,臣不知其美也。
「夫美也者,上下、內外、小大、遠近皆無害焉,故曰美。若于目觀則美,縮于財用則匱,是聚民利以自封而瘠民也,胡美之為?夫君國者,將民之與處;民實瘠矣,君安得肥?且夫私欲弘侈,則德義鮮少;德義不行,則邇子騷離而遠者距違。天子之貴也,唯其以公侯為官正,而以伯子南為師旅。其有美名也,唯其施令德于遠近,而小大安之也。若斂民利以成其私欲,使民蒿焉忘其安樂,而有遠心,其為惡也甚矣,安用目觀?
「故先王之為臺榭也,榭不過講軍實,臺不過望氛祥。故榭度于大卒之居,臺度于臨觀之高。其所不奪穡地,其為不匱財用,其事不煩官業,其日不廢時務。瘠磽之地,于是乎為之;城守之木,于是乎用之;官僚之暇,于是乎臨之;四時之隙,于是乎成之。故《周詩》曰:『經始靈臺,經之營之。庶民攻之,不日成之。經始勿亟,庶民子來。王在靈囿,麀鹿攸伏。』夫為臺榭,將以教民利也,不知其以匱之也。若君謂此臺美而為之正,楚其殆矣!」
