臣以為不然。	I do not think that this is right.
夫吏專制決事於千里之外，	For officials exert sole authority and take decisions a thousand li away (from the ruler).

故物至則辨，	for if objects approach, they alter in appearance,
言至則論。	and if words draw near, they form coherent speech.
