务在垦草；	is to give attention to the cultivation of the grass lands;
用兵之道，	the way to employ the soldiers
务在一赏。	is to pay attention to making uniform rewards.
私利塞于外，	If private gain has been debarred in outside occupations,
则民务属于农；	then the people will be concerned with keeping to agriculture.
属于农则朴，	If they keep to agriculture, they will be simple,
朴则畏令。	and if they are simple, they fear the law.
私赏禁于下，	If private rewards are forbidden to those below,
则民力抟于敌，	then the people will take the offensive forcibly against the enemy,
抟于敌则胜。	and by taking the offensive against him, they conquer.
奚以知其然也？	How does one know that it will be thus ?
夫民之情，	Well, the natural disposition of the people
朴则生劳而易力，	is that if they are simple, they will produce hard work and will exert their strength easily.
穷则生知而权利。	If they are poor, they will develop common sense and give due consideration to what is profitable.
易力则轻死而乐用，	If they exert their strength easily, they will think lightly of death and will enjoy employment in warfare.
权利则畏罚而易苦。	If they give due consideration to what is profitable, they will fear punishment and will easily suffer hardship;
易苦则地力尽，	if they easily suffer hardship, then the capacity of the soil will be developed to the full;
乐用则兵力尽。	if they enjoy employment in warfare, military strength will be developed to the utmost.
