教者，民之寒暑也；	The instructions (of their superiors) are the people's cold and heat;
教不時則傷世。	if they are not what the time requires, an injury is done to society.
事者民之風雨也；	The affairs (of their superiors) are the people's wind and rain;
事不節則無功。	if they are not properly regulated, they have no success.
然則先王之為樂也。	In accordance with this, the object of the ancient kings in their practice of music
以法治也，	was to bring their government into harmony with those laws (of heaven and earth).
善則行象德矣。	If it was good, then the conduct (of the people) was like the virtue (of their superiors).
