And the same is true of the magnanimous ruler in taking care of the empire:
:『天下 if the empire is poor he would enrich it;
if the people are few he would increase them;
。』 if the multitude are in confusion he would put them in order.
Of course in doing these he might find his energy insufficient,
means limited, or knowledge inadequate,
but he dare not allow any energy,
learning, or means unused
天下 to serve the world.
