"ומהם, ברשותך, שלושת האוצרות?" שאל המלך וֶן
ענה הדוכס האדיר: "משרד החקלאות, משרד המלאכה ומשרד המסחר, לאלו ייקרא 'שלושת האוצרות'. אם מאחדים את האיכרים לכפרים, הדגנים מספיקים. אם מאחדים את בעלי המלאכה לכפרים, הכלים מספיקים. אם מאחדים את הסוחרים לכפרים, הטובין מספיקים. כאשר שלות האוצרות נחים כל אחד במקומו, העם אינו מודאג. אין ממריד את כפרו, ואין ממריד את שבטו. לא יהיה שר עשיר מן השליט, לא תהיה עיר הבירה גדולה מן המדינה. כאשר מתקיימות שש המצוות, השליט משגשג. כאשר נשלמים שלושת האוצרות, הארץ שלווה." |
