1 常訓解:
天有常性,人有常順,順在可變,性在不改,不改可因,因在好惡,好惡生變,變習生常,常則生醜,醜命生德。明王於是立政以正之,民生而有習有常,以習為常,以常為慎,民若生于中,夫習之為常,自氣血始。明王自血氣耳目之習以明之醜,醜明乃樂義,樂義乃至上,上賢而不窮,哀樂不淫,民知其至,而至于子孫,民乃有古,古者因民以順民。夫民群居而無選,為政以始之,始之以古,終之以古,行古志今,政之至也。政維今,法維古。頑貪以疑,疑意以兩,平兩以參,參伍以權,權數以多,多難以允,允德以慎,慎微以始而敬終,終乃不困。困在坌,誘在王,民乃苟,苟乃不明,哀樂不時,四徵不顯,六極不服,八政不順,九德有姦,九姦不遷,萬物不至,夫禮非剋不承,非樂不竟,民是乏生。□好惡有四徵,喜樂憂哀,動之以則,發之以文,成之以民,行之以化。六極:命、醜、福、賞、禍、罰。六極不嬴,八政和平。八政:夫、妻、父、子、兄、弟、君、臣。八政不逆,九德純恪。九德:忠、信、敬、剛、柔、和、固、貞、順。順言曰政,順政曰遂,遂偽曰姦,姦物在目,姦聲在耳,耳目有疑,疑言有樞,樞動有和,和意無等,萬民無法。□□在赦,□復在古,古者明王奉法以明幽,幽王奉幽以廢法,奉則一也,而績功不同,明王是以敬微而順分。
