| 1 | 上德: | 为天下及国，莫如以德，莫如行义。以德以义，不赏而民劝，不罚而邪止，此神农、黄帝之政也。以德以义，则四海之大，江河之水，不能亢矣；太华之高，会稽之险，不能障矣；阖庐之教，孙、吴之兵，不能当矣。故古之王者，德回乎天地，澹乎四海，东西南北，极日月之所烛，天覆地载，爱恶不臧，虚素以公，小民皆之其之敌而不知其所以然，此之谓顺天；教变容改俗而莫得其所受之，此之谓顺情。故古之人，身隐而功著，形息而名彰，说通而化奋，利行乎天下而民不识，岂必以严罚厚赏哉？严罚厚赏，此衰世之政也。 |
