迁侍中,犹领太史令。崇华殿灾,诏问隆:“此何咎?于礼,宁有祈禳之义乎?”隆对曰:“夫灾变之发,皆所以明教诫也,惟率礼修德,可以胜之。易传曰:‘上不俭,下不节,孽火烧其室。’又曰:‘君高其台,天火为灾。’此人君苟饰宫室,不知百姓空竭,故天应之以旱,火从高殿起也。上天降鉴,故谴告陛下;陛下宜增崇人道,以荅天意。昔太戊有桑谷生于朝,武丁有雊雉登于鼎,皆闻灾恐惧,侧身修德,三年之后,远夷朝贡,故号曰中宗、高宗。此则前代之明鉴也。今案旧占,灾火之发,皆以台榭宫室为诫。然今宫室之所以充广者,实由宫人猥多之故。宜简择留其淑懿,如周之制,罢省其馀。此则祖乙之所以训高宗,高宗之所以享远号也。”诏问隆:“吾闻汉武帝时,栢梁灾,而大起宫殿以厌之,其义云何?”隆对曰:“臣闻西京栢梁旣灾,越巫陈方,建章是经,以厌火祥;乃夷越之巫所为,非圣贤之明训也。五行志曰:‘栢梁灾,其后有江充巫蛊也,衞太子事。’如志之言,越巫建章无所厌也。孔子曰:‘灾者修类应行,精祲相感,以戒人君。’是以圣主覩灾责躬,退而修德,以消复之。今宜罢散民役。宫室之制,务从约节,内足以待风雨,外足以讲礼仪。清埽所灾之处,不敢于此有所立作,萐莆、嘉禾必生此地,以报陛下虔恭之德。岂可疲民之力,竭民之财!实非所以致符瑞而怀远人也。”帝遂复崇华殿,时郡国有九龙见,故改曰九龙殿。
