11 | 富国: | 故先王圣人为之不然:知夫为人主上者,不美不饰之不足以一民也,不富不厚之不足以管下也,不威不强之不足以禁暴胜悍也,故必将撞大钟,击鸣鼓,吹笙竽,弹琴瑟,以塞其耳;必将錭琢刻镂,黼黻文章,以塞其目;必将刍豢稻粱,五味芬芳,以塞其口。然后众人徒,备官职,渐庆赏,严刑罚,以戒其心。使天下生民之属,皆知己之所愿欲之举在是于也,故其赏行;皆知己之所畏恐之举在是于也,故其罚威。赏行罚威,则贤者可得而进也,不肖者可得而退也,能不能可得而官也。若是则万物得其宜,事变得应,上得天时,下得地利,中得人和,则财货浑浑如泉源,汸汸如河海,暴暴如丘山,不时焚烧,无所臧之。夫天下何患乎不足也?故儒术诚行,则天下大而富,使而功,撞钟击鼓而和。《诗》曰:“钟鼓喤喤,管磬瑲瑲,降福穰穰,降福简简,威仪反反。既醉既饱,福禄来反。”此之谓也。故墨术诚行,则天下尚俭而弥贫,非斗而日争,劳苦顿萃,而愈无功,愀然忧戚非乐,而日不和。《诗》曰:“天方荐瘥,丧乱弘多,民言无嘉,憯莫惩嗟。”此之谓也。 |

1 | 正列: | 凡人吉凶,以行为主,以命为决。行者、己之质也,命者、天之制也。在于己者,固可为也;在于天者,不可知也。巫觋祝请,亦其助也,然非德不行。巫史祈祝者,盖所以交鬼神而救细微尔,至于大命,末如之何。譬民人之请谒于吏矣,可以解微过,不能脱正罪。设有人于此,昼夜慢侮君父之教,干犯先王之禁,不克己心,思改过善,而苟骤发请谒以求解免,必不几矣。不若修己,小心畏慎,无犯上之必令也。故孔子不听子路,而云“丘之祷久矣”。《孝经》云:“夫然,故生则亲安之,祭则鬼享之。”由此观之,德义无违,神乃享;鬼神受享,福祚乃隆。故《诗》云:“降福禳禳,降福简简,威仪板板。既醉既饱,福禄来反。”此言人德义茂美,神歆享醉饱,乃反报之以福也。 |

2 | 论灾: | 文学曰:“始江都相董生推言阴阳,四时相继,父生之,子养之,母成之,子藏之。故春生,仁;夏长,德;秋成,义;冬藏,礼。此四时之序,圣人之所则也。刑不可任以成化,故广德教。言远必考之迩,故内恕以行,是以刑罚若加于己,勤劳若施于身。又安能忍杀其赤子,以事无用,罢弊所恃,而达瀛海乎?盖越人美蠃蚌而简太牢,鄙夫乐咋唶而怪韶濩。故不知味者,以芬香为臭,不知道者,以美言为乱耳。人无夭寿,各以其好恶为命。羿、敖以巧力不得其死,智伯以贪狠亡其身。天灾之证,祯祥之应,犹施与之望报,各以其类及。故好行善者,天助以福,符瑞是也。易曰:‘自天佑之,吉无不利。’好行恶者,天报以祸,妖灾是也。春秋曰:‘应是而有天灾。’周文、武尊贤受谏,敬戒不殆,纯德上休,神祇相况。《诗》云:‘降福穰穰,降福简简。’日者阳,阳道明;月者阴,阴道冥;君尊臣卑之义。故阳光盛于上,众阴之类消于下;月望于天,蚌蛤盛于渊。故臣不臣,则阴阳不调,日月有变;政教不均,则水旱不时,螟螣生。此灾异之应也。四时代叙,而人则其功,星列于天,而人象其行。常星犹公卿也,众星犹万民也。列星正则众星齐,常星乱则众星坠矣。” |

The arm of king Wu was full of strength; Irresistable was his ardour. Greatly illustrious were Cheng and Kang, Kinged by God. When we consider how Cheng and Kang, Grandly held all within the four quarters [of the kingdom], How penetrating was their intelligence! The bells and drums sound in harmony; The sounding stones and flutes blend their notes; Abundant blessing is sent down. Blessing is sent down in large measure; Careful and exact is all our deportment; We have drunk, and we have eaten, to the full; Our happiness and dignity will be prolonged. |
