所谓“大命”者,非天乃命文王也,圣人动作,天命之意也,与天合同,若天使之矣。《书》方激劝康叔,勉使为善,故言文王行道,上闻于天,天乃大命之也。《诗》曰:“乃眷西顾,此惟予度。”与此同义。天无头面,眷顾如何?人有顾睨,以人效天,事易见,故曰“眷顾”。“天乃大命文王”,眷顾之义,实天不命也。何以验之?“夫大人与天地合其德,与日月合其明,与四时合其序,与鬼神合其吉凶,先天而天不违,后天而奉天时。”如必须天有命,乃以从事,安得先天而后天乎?以其不待天命,直以心发,故有先天后天之勤;言合天时,故有不违奉天之文。《论语》曰:“大哉!尧之为君!唯天为大,唯尧则之。”王者则天不违,奉天之义也。推自然之性,与天合同,是则所谓“大命文王”也。自文王意,文王自为,非天驱赤雀,使告文王,云当为王,乃敢起也。然则文王赤雀,及武王白鱼,非天之命,昌炽佑也。

今谓强者胜,则度地计众;富者利,则量粟称金。若此,则千乘之君无不霸王者,而万乘之国无不破亡者矣。存亡之迹,若此其易知也,愚夫蠢妇,皆能论之。赵襄子以晋阳之城霸,智伯以三晋之地擒,泯王以大齐亡,田单以即墨有功。故国之亡也,虽大不足恃;道之行也,虽小不可轻。由此观之,存在得道,而不在于大也;亡在失道,而不在于小也。《》云:“乃眷西顾,此惟与宅。”言去殷而迁于周也。故乱国之君,务广其地而不务仁义,务高其位而不务道德。是释其所以存,而造其所以亡也。故桀囚于焦门,而不能自非其所行,而悔不杀汤于夏台;纣居于宣室,而不反其过,而悔不诛文王于羑里。二君处强大势位,修仁义之道,汤、武救罪之不给,何谋之敢当!若上乱三光之明,下失万民之心,虽微汤、武,孰弗能夺也!今不审其在己者,而反备之于人,天下非一汤、武也,杀一人,则必有继之者也。且汤、武之所以处小弱而能以王者,以其有道也;桀、纣之所以处强大而见夺者,以其无道也。今不行人之所以王者,而反益己之所以夺,是趋亡之道也。

成帝初即位,丞相衡、御史大夫谭奏言:“帝王之事莫大乎承天之序,承天之序莫重于郊祀,故圣王尽心极虑以建其制。祭天于南郊,就阳之义也;瘗地于北郊,即阴之象也。天之于天子也,因其所都而各飨焉。往者,孝武皇帝居甘泉宫,即于云阳立泰畤,祭于宫南。今行常幸长安,郊见皇天反北之泰阴,祠后土反东之少阳,事与古制殊。又至云阳,行溪谷中,厄陕且百里,汾阴则渡大川,有风波舟楫之危,皆非圣主所宜数乘。郡县治道共张,吏民困苦,百官烦费。劳所保之民,行危险之地,难以奉神灵而祈福佑,殆未合于承天子民之意。昔者周文武郊于丰鄗,成王郊于雒邑。由此观之,天随王者所居而飨之,可见也。甘泉泰畤、河东后土之祠宜可徙置长安,合于古帝王。愿与群臣议定。”奏可。大司马车骑将军许嘉等八人以为所从来久远,宜如故。右将军王商、博士师丹、议郎翟方进等五十人以为礼记曰“燔柴于太坛,祭天也;瘗薶于大折,祭地也。”兆于南郊,所以定天位也。祭地于大折,在北郊,就阴位也。郊处各在圣王所都之南北。书曰“越三日丁巳,用牲于郊,牛二。”周公加牲,告徙新邑,定郊礼于雒。明王圣主,事天明,事地察。天地明察,神明章矣。天地以王者为主,故圣王制祭天地之礼必于国郊。长安,圣主之居,皇天所观视也。甘泉、河东之祠非神灵所飨,宜徙就正阳大阴之处。违俗复古,循圣制,定天位,如礼便。于是衡、谭奏议曰:“陛下圣德,璴明上通,承天之大,典览群下,使各悉心尽虑,议郊祀之处,天下幸甚。臣闻广谋从众,则合于天心,故洪范曰‘三人占,则从二人言’,言少从多之义也。论当往古,宜于万民,则依而从之;违道寡与,则废而不行。今议者五十八人,其五十人言当徙之义,皆著于经传,同于上世,便于吏民;八人不案经艺,考古制,而以为不宜,无法之议,难以定吉凶。太誓曰:‘正稽古立功立事,可以永年,丕天之大律。’《》曰‘毋曰高高在上,陟降厥士,日监在兹’,言天之日监王者之处也。又曰‘乃眷西顾,此维予宅’,言天以文王之都为居也。宜于长安定南北郊,为万世基。”天子从之。

Huang Yi:
Great is God,
Beholding this lower world in majesty.
He surveyed the four quarters [of the kingdom],
Seeking for some one to give settlement to the people.
Those two [earlier] dynasties,
Had failed to satisfy Him with their government;
So throughout the various States,
He sought and considered,
For one on which he might confer the rule.
Hating all the great [States],
He turned His kind regards on the west,
And there gave a settlement [to king Da].
