| Dao De Jing: |
(Occupying the throne) Governing a great state is like cooking small fish. Let the kingdom be governed according to the Dao, and the manes of the departed will not manifest their spiritual energy. It is not that those manes have not that spiritual energy, but it will not be employed to hurt men. It is not that it could not hurt men, but neither does the ruling sage hurt them. When these two do not injuriously affect each other, their good influences converge in the virtue (of the Dao). |

| 1 | 居位: | 治大國者若烹小鮮。鮮，魚。烹小魚不去腸、不去鱗、不敢撓，恐其糜也。治國煩則下亂，治身煩則精散。以道蒞天下，其鬼不神。以道德居位治天下，則鬼不敢以其精神犯人也。非其鬼不神，其神不傷人。其鬼非無精神也，非不入正，不能傷自然之人。非其神不傷人，聖人亦不傷。非鬼神不能傷害人。以聖人在位不傷害人，故鬼不敢干之也。夫兩不相傷，鬼與聖人俱兩不相傷也。故德交歸焉。夫兩不相傷，則人得治於陽，鬼神得治於陰，人得保全其性命，鬼得保其精神，故德交歸焉。 |

《老子》曰：治大國若烹小鮮，烹小鮮不敢橈，恐其縻也。治國煩則亂，治身煩則精神散。以道蒞天下者，其鬼不神。以道德治天下，則鬼不敢見其精神以犯人也。 又曰：聖人虛其心，實其腹，弱其志，強其骨，常使民無知無欲，使夫知者不敢為也。為無為，則無不治矣。 又曰：聖人無恒心，以百姓心為心。善者，吾善之；不善者，吾亦善之。信者，吾信之；不信者，吾亦信之。欲善信者，吾因而善信之；不善信者，吾亦以善信教之。聖人在天下惵惵，為天下渾其心，聖人治天下常惵惵，心同惲，用心皆為天下。百姓皆注其耳目，聖人皆孩之。百姓傾注耳目以觀聽聖人，聖人視百姓如嬰兒。 又曰：以政治國，以奇用兵，以無事取天下。以政教治國，以奇計用兵，皆不合道。惟無事可以取天下。吾何以知天下其然哉。以此以此下文知之。天下多忌諱而民彌貧，國多忌諱，人失作業，故貧。人多伎巧，奇物滋起，法令滋章，盜賊多有。法令益明，竊盜為奸，盡成盜賊。故聖人云：「我無為而民自化，我無事而民自富，我好靜而民自正，我無欲而民自樸。 |
