在上不驕,高而不危;制節謹度,滿而不溢。高而不危,所以長守貴也。滿而不溢,所以長守富也。富貴不離其身,然後能保其社稷,而和其民人。蓋諸侯之孝也。《》云:「戰戰兢兢,如臨深淵,如履薄冰。
Filial Piety in the...:
"Above others, and yet free from pride, they dwell on high, without peril. Adhering to economy and carefully observant of the rules and laws, they are full, without overflowing. To dwell on high without peril is the way long to preserve nobility; to be full without overflowing is the way long to preserve riches. When their riches and nobility do not leave their persons, then they are able to preserve the altars of their land and grain, and to secure the harmony of their people and men in office. This is the filial piety of the princes of states.
It is said in the Book of Poetry: Be apprehensive, be cautious, As if on the brink of a deep abyss, As if treading on thin ice."

楚之邊邑曰卑梁,其處女與吳之邊邑處女桑於境上,戲而傷卑梁之處女。卑梁人操其傷子以讓吳人,吳人應之不恭,怒殺而去之。吳人往報之,盡屠其家。卑梁公怒,曰:「吳人焉敢攻吾邑?」舉兵反攻之,老弱盡殺之矣。吳王夷昧聞之怒,使人舉兵侵楚之邊邑,克夷而後去之。吳、楚以此大隆。吳公子光又率師與楚人戰於雞父,大敗楚人,獲其帥潘子臣、小惟子、陳夏齧,又反伐郢,得荊平王之夫人以歸,實為雞父之戰。凡持國,太上知始,其次知終,其次知中。三者不能,國必危,身必窮。《孝經》曰:「高而不危,所以長守貴也;滿而不溢,所以長守富也。富貴不離其身,然後能保其社稷,而和其民人。」楚不能之也。

建初八年,肅宗復還所削地,康遂多殖財貨,大修宮室,奴婢至千四百人,廄馬千二百匹,私田八百頃,奢侈恣欲,游觀無節。永元初,國傅何敞上疏諫康曰:「蓋聞諸侯之義,制節謹度,然後能保其社稷,和其民人。大王以骨肉之親,享食茅土,當施張政令,明其典法,出入進止,宜有期度,輿馬臺隸,應為科品。而今奴婢廄馬皆有千餘,增無用之口,以自蠶食。宮婢閉隔,失其天性,惑亂和氣。又多起內第,觸犯防禁,費以巨萬,而功猶未半。夫文繁者質荒,木勝者人亡,皆非所以奉禮承上,傳福無窮者也。故楚作章華以凶,吳興姑蘇而滅,景公千駟,民無稱焉。今數游諸第,晨夜無節,又非所以遠防未然,臨深履薄之法也。願大王修恭儉,遵古制,省奴婢之口,減乘馬之數,斥私田之富,節游觀之宴,以禮起居,則敞乃敢安心自保。惟大王深慮愚言。」康素敬重敞,雖無所嫌啎,然終不能改。

在上不驕,高而不危,諸侯在民上,故言在上,敬上愛下,謂之不驕,故居高位而不危殆也。制節謹度,滿而不溢,費用約儉,謂之制節,奉行天子法度,謂之謹度,故能守法而不驕逸也。高而不危,所以長守貴也。居高位能不驕,所以長守貴也。滿而不溢,所以長守富也。雖有一國之財而不奢泰,故能長守富。富貴不離其身,富能不奢,貴能不驕,故云不離其身。然後能保其社稷,上能長守富貴,然後乃能安其社稷。而和其民人,薄賦斂,省傜役,是以民人和也。蓋諸侯之孝也。《詩》云:「戰戰兢兢,如臨深淵,如履薄冰,」戰戰,恐懼,兢兢,戒慎,如臨深淵,恐墜,如履薄冰,恐陷。

《晉陸機辨亡論》曰:昔漢氏失御,姦臣竊命,禍基京畿,毒遍宇內,皇綱弛紊,王室遂卑,於是群雄蜂駭,義兵四合,吳武烈皇帝,慷慨下國,電發荊南,權略紛紜,忠勇伯世,威稜則夷羿震盪,兵交則醜虜授馘,遂掃清宗祊,蒸禋皇祖,于時雲興之將帶州,飆起之師跨邑,雖兵以義合,同盟戮力,然皆包藏禍心,阻兵怙亂,或師無謀律,喪威稔寇,忠規武節,未有如此其著者也。武烈既沒,長沙桓王,逸才命世,弱冠秀發,招擾遺老,與之述業,神兵東驅,奮寡犯眾,攻無堅城之將,戰無交鋒之虜,誅叛柔服,而江外底定,飭法脩師,則威德翕赫,將北伐諸華,誅鉏干紀,旋皇輿於夷庚,反帝座于紫闥,挾天子以令諸侯,清天步而歸舊物,戎車既次,群凶側目,大業未就,中世而殞,用集我大皇帝,以奇蹤襲於逸軌,叡心因乎令圖,從政咨於故實,播憲稽乎遺風,而加之以篤固,申之以節儉,疇咨俊茂,好謀善斷,束帛旅於丘園,旌命交乎塗巷,故豪彥尋聲而響湊,志士希光而景鶩,異人輻湊,猛士如林,謀無遺諝,舉不失策,故遂割據山川,跨制荊吳,而與天下爭衡矣。故魏人請好,漢氏乞盟,遂躋天號,鼎峙而立,於是講八代之禮,蒐三王之樂,告類上帝,拱揖群后,虎臣毅卒,循江而守,長棘勁鎩,望飆而奮,庶尹盡規於上,四民展業于下,化協殊裔,風衍遐圻,乃俾一介行人,撫巡外域,巨象逸駿,擾於外閑,明珠瑋寶,曜於內府,珍瑰重跡而至,奇玩應響而赴,輶軒騁於南荒,衝輣息於朔野,齊民免干戈之患,戎馬無晨服之虞,而帝業固矣。爰及末葉,群公既喪,然後黔首有瓦解之志,皇家有土崩之釁,歷命應化而微,王師躡運而發,卒散於陣,民奔于邑,城池無蕃籬之固,山川無溝阜之勢,軍未浹辰,而社稷夷矣。雖忠臣發憤,烈士死節,將奚救哉。夫曹劉之將,非一世所選,向時人之師,無曩日之眾,戰守之道,抑有前符,險阻之利,俄然未改,而成敗貿理,古今詭趣,何哉。彼此之化殊,授任之才異也。
又《辨亡論下》曰:昔三方之王,魏人據中夏,漢氏有岷益,吳制荊楊而掩交廣,曹氏雖功濟諸華,虐亦深矣。其民怨,劉翁因險飾智,功已薄矣。其俗陋,夫吳桓王基之以武,太祖成之以德,聰明睿達,懿度深遠矣。其求賢如弗及,卹民如稚子,接士盡盛德之容,親仁罄丹府之愛,拔呂蒙於戎行,擢潘濬於係虜,推誠信士,不恤人之我欺,量能授器,不患權之我逼,地方幾萬里,帶甲將百萬,其野沃,其民練,其器利,其財豐,東負滄海,西阻險塞,長江制其區宇,峻山帶其封域,國家之利,未巨有弘於茲者矣。借使中才守之以道,善人御之有術,敦率遺典,勤民謹政,脩定策,守常險,則可以長世永年,未有危亡之患。易曰:湯武革命順乎天。玄曰:亂不極則治不形,言帝王之因天時也。古人有言曰:天時不如地利。易曰:王侯設險,以守其國,言為國之恃險也。又曰:地利不如人和,在德不在險,言守險之由人也。吳之興也。參而由焉。孫卿所謂合其參者也。及其亡也。恃險而已,又孫卿所謂捨其參者也。夫四州之萌,非無眾也。大江之南,非乏俊也。山川之險,易守也。勁利之器,易用也。先政之策,易循也。功不興而禍遘,何哉。所以用之者失也。故先王達經國之長規,審存亡之至數,謙己以安百姓,敦惠以致人和,寬沖以誘俊人之謀,慈和以結士民之愛,是以其安也。則黎元與之同慶,及其危也。則兆庶與之同患,安與眾同慶,則危不可得也。危與下共患,則其難不足恤也。夫然故能保其社稷,而固其土宇,麥秀無悲殷之思,黍離無愍周之感矣。
