治大國若烹小鮮。以道蒞天下,其鬼不神;非其鬼不神,其神不傷人;非其神不傷人,聖人亦不傷人。夫兩不相傷,故德交歸焉。
Dao De Jing:
(Occupying the throne)
Governing a great state is like cooking small fish.
Let the kingdom be governed according to the Dao, and the manes of the departed will not manifest their spiritual energy. It is not that those manes have not that spiritual energy, but it will not be employed to hurt men. It is not that it could not hurt men, but neither does the ruling sage hurt them.
When these two do not injuriously affect each other, their good influences converge in the virtue (of the Dao).

老子曰:天下是非無所定,世各是其所善,而非其所惡。夫求是者,非求道理也,合於己;非去邪也,去迕於心者。今吾欲擇是而居之,擇非而去之,不知世所謂是非也。故「治大國若烹小鮮」,勿撓而已。夫趣合者,即言中而益親,身疏而謀當,即見疑。今吾欲正身而待物,何知世之所從規我者乎,若與俗遽走,猶逃雨,無之而不濡。欲在於虛,則不能虛,若夫不為虛,而自虛者,此所欲而無不致。故通於道者如車軸,不運於己,而與轂致于千里,轉於無窮之原。故聖人體道反至,不化以待化,動而無為。

治大國者若烹小鮮。鮮,魚。烹小魚不去腸、不去鱗、不敢撓,恐其糜也。治國煩則下亂,治身煩則精散。以道蒞天下,其鬼不神。以道德居位治天下,則鬼不敢以其精神犯人也。非其鬼不神,其神不傷人。其鬼非無精神也,非不入正,不能傷自然之人。非其神不傷人,聖人亦不傷。非鬼神不能傷害人。以聖人在位不傷害人,故鬼不敢干之也。夫兩不相傷,鬼與聖人俱兩不相傷也。故德交歸焉。夫兩不相傷,則人得治於陽,鬼神得治於陰,人得保全其性命,鬼得保其精神,故德交歸焉。

評曰:蔣琬方整有威重,費禕寬濟而博愛,咸承諸葛之成規,因循而不革,是以邊境無虞,邦家和一,然猶未盡治小之宜,居靜之理也。臣松之以為蔣、費為相,克遵畫一,未甞徇功妄動,有所虧喪,外郤駱谷之師,內保寧緝之實,治小之宜,居靜之理,何以過於此哉!今譏其未盡而不著其事,故使覽者不知所謂也。姜維粗有文武,志立功名,而翫衆黷旅,明斷不周,終致隕斃。老子有云:「治大國者猶烹小鮮。」況於區區蕞爾,而可屢擾乎哉?干寶曰:姜維為蜀相,國亡主辱弗之死,而死於鍾會之亂,惜哉!非死之難,處死之難也。是以古之烈士,見危授命,投節如歸,非不愛死也,固知命之不長而懼不得其所也。
