州伯何谓也？伯，长也，选择贤良，使长一州，故谓之伯也。《王制》曰：“千里之外设方伯。五国以为属，属有长；十国以为连，连有率；三十国以为卒，卒有正；二百一十国以为州，州有伯。”唐虞谓之牧何？尚质，使大夫往来牧诸侯，故谓之牧。旁立三人，凡十二人。《尚书》曰：“咨十有二牧。”何知尧时十有二州也？以《禹贡》言九州也。
