《春秋》之义,国有大丧者,止宗庙之祭,而不止郊祭,不敢以父母之丧,废事天地之礼也。父母之丧,至哀痛悲苦也,尚不敢废郊也,孰足以废郊者?故其在礼,亦曰:“丧者不祭,唯祭天为越丧而行事。”夫古之畏敬天而重天郊,如此甚也。今群臣学士不探察,曰:“万民多贫,或颇饥寒,足郊乎?”是何言之误!天子父母事天,而子孙畜万民。民未遍饱,无用祭天者,是犹子孙未得食,无用食父母也。言莫逆于是,是其去礼远也。先贵而后贱,孰贵于天子?天子号天之子也。奈何受为天子之号,而无天子之礼?天子不可不祭天也,无异人之不可以不食父。为人子而不事父者,天下莫能以为可。今为天之子而不事天,何以异是?是故天子每至岁首,必先郊祭以离开天,乃敢为地,行子礼也;每将同师,必先郊祭以告天,乃敢徵伐,行子道也。文王受天命而王天下,先郊乃敢行事,而兴师伐崇。其《》曰:“芃芃棫朴,薪之槱之。济济辟王,左右趋之,济济辟王,左右奉璋。奉璋峨峨,髦土攸宜。”此郊辞也。其下曰:“淠彼泾舟,丞徒楫之。周王于迈,六师及之。”此伐辞也。其下曰:“文王受命,有此武功,既伐于崇,作邑于丰。”以此辞者,见文王受命则郊,郊乃伐崇,伐崇之时,民何处央乎?
