曾子曰:“弟子则不足,道则至矣。”孔子曰:“参!姑止!又有焉。昔者明主之治民有法,必别地以州之,分属而治之,然后贤民无所隐,暴民无所伏;使有司日省如时考之,岁诱贤焉,则贤者亲,不肖者惧;使之哀鳏寡,养孤独,恤贫穷,诱孝悌,选贤举能。此七者修,则四海之内无刑民矣。上之亲下也如腹心,则下之亲上也如保子之见慈母也。上下之相亲如此,然后令则从、施则行。因民既迩者说,远者来怀。然后布指知寸,布手知尺,舒肘知寻,十寻而索;百步而堵,三百步而里,千步而井,三井而句烈,三句烈而距;五十里而封,百里而有都邑;乃为畜积衣裘焉,使处者恤行者有兴亡。是以蛮夷诸夏虽衣冠不同、言语不合,莫不来至,朝觐于王。故曰:无市而民不乏,无刑而民不违。毕弋田猎之得,不以盈宫室也:徵敛于百姓,非以充府库也;慢怛以补不足,礼节以损有馀。故曰:多信而寡貌。其礼可守,其信可复,其迹可履其于信也,如四时春秋冬夏。其博有万民也,如饥而食,如渴而饮,下土之人信之夫!暑热冻寒,远若迩;非道迩也,及其明德也。是以兵革不动而威,用利不施而亲,此之谓‘明主之守也,折冲乎千里之外’,此之谓也。”
