王继恩（？ - 999年），陕州陕县人。北宋初期宦官，宋太祖的内侍。陈桥兵变后，宋太祖告诉王继恩说：「早来前殿指挥一事，偶有误失，史官必书之，故不乐也。」（读书镜）
《宋史》说宋太祖驾崩时，宋皇后（952年－995年）急令王继恩召太子赵德芳（959年－981年）入宫，王继恩却拿著遗诏去找晋王赵光义。后来赵光义继位，即宋太宗，但许多人相信有「斧声烛影」之谋篡疑案，认为是赵光义谋杀宋太祖，因而即位。
宋太宗淳化四年（993年）王小波和李顺叛宋，王继恩、雷有终帅兵讨之。淳化四年（993年），李顺陷成都时，继恩任剑南西川治安使征讨之，屠杀三万人。
宋太宗去世后，与参知政事李昌龄勾结，继恩谋废太子。吕端发觉阴谋，奉太子真宗即位，并将王继恩下狱。
