突利可汗（古突厥語：，拉丁轉寫：Töles qaγan；603年 - 631年），名阿史那什缽苾，是始畢可汗之子，東突厥小可汗。624年，東突厥大可汗頡利可汗和突利可汗頃其全部人馬，入侵唐朝，李淵于閏七月二十一日派遣李世民出豳州道抵禦突厥。八月十二，雙方在五隴阪（今陝西彬縣）交鋒，稱五隴阪之戰。李世民用反間計，聯合突利可汗離間頡利可汗，與突利可汗結為香火兄弟，使突厥退兵。626年八月，東突厥伺玄武門之變、唐朝政局不穩入侵，攻至距首都長安僅40里的涇陽（今陝西咸陽涇陽縣）。此時，唐太宗李世民被迫與之結盟，突厥兵于是退去，是為渭水之盟。此後，東突厥內部出現分裂。突利可汗暗中與唐聯絡，並與頡利可汗決裂。630年，唐滅東突厥，唐朝將東突厥領地劃入自己的版圖，在其上設置了順州、裕州、化州、長州、定襄、雲中等都督府。五月，以突利為順州都督。631年，突利可汗入朝，至并州病卒，太宗為之舉哀，詔中書侍郎岑文本為其碑文。子賀邏鶻嗣位。突利可汗娶隋末逃亡突厥的隋煬帝小女淮南公主為妻，在淮南公主的勸導下投靠唐朝。
