知制誥，是指起草詔令，唐初始有知制誥一職。漢朝時起草詔命是由尚書執筆，劉勰《文心雕龍·詔策》：「兩漢詔誥，職在尚書。」。南北朝時已有知詔誥﹑掌詔誥﹑典詔誥之名目，唐代發展有知制誥之職稱。唐初草擬詔敕本由中書舍人專任，開元年間則由學士院撰詔，翰林學士入院一年後，開始知制誥，有時亦由他官代撰。宋沿唐制，仁宗嘉祐七年（1062年）三月，以司馬光為知制誥。袁枚《隨園隨筆·官職上》稱：「唐之中書舍人，宋之知制誥，皆就省中起草，故韋承慶下筆立成，鄭畋動無凝思，人以為才。」明代由翰林學士兼知制誥。
