范承勳（1641年 - 1714年），字蘇公，號眉山，自稱九松主人，撫順人，屬漢軍鑲黃旗。中國清朝官員。清初重臣范文程三子，范承謨之弟。

歷官御史、郎中等職。康熙二十三年（1684年），舉廉吏，擢內閣學士。累遷廣西巡撫、雲貴總督、江南江西總督。康熙三十八年（1699年）任兵部尚書，後加太子太保。

其子范時繹官至都統、戶部尚書、工部尚書。
