柳祚昌，清朝官員。明成祖大將柳升八世孫。襲封安遠侯，彈劾複社人士，稱張採是「複社之凶」，又說楊廷樞是「至貪至橫之舉人」，並疏攻徐汧曰:「自恃東林巨魁，與複社楊廷樞、顧杲諸奸狼狽相倚。」弘光朝時薦用阮大鋮為兵部右侍郎，不久阮又升尚書。乙酉年在南京降清。
