曹申吉（1635年 - 1680年），字錫餘，別號澹餘，清初大臣，山東安丘縣城東關人。祖父曹銓，官光祿寺丞；父曹復植為弟子員，早亡；兄曹貞吉。申吉八歲能文，十七歲中舉人。順治十二年（1655年）中進士，選內翰林院庶吉士，順治十四年授國史院編修。順治十五年補湖廣下荊南道參議。順治十六年調任河南睢陳兵備副使。康熙九年調任吏部右侍郎後，康熙十年官至貴州巡撫，三藩之亂時投降吳三桂，康熙十九年，「蠟書赴闕，密陳機宜」，事洩被執，在昆明雙塔寺旁古井被害。康熙二十二年靈柩由雲南運回故里。康熙帝以其降吳，定為「逆臣」，雍正帝撤銷其罪名。工詩，有《澹餘詩選》。曾修《貴州通志》。
