劉熙古（903年 - 976年），原作劉稽古，字義淳。北宋宋州寧陵（今河南寧陵東）人。劉仁軌十一世孫。少年通經史，亦精騎射。後唐長興進士。後唐末，在金州(今陝西安康)防禦使孫鐸幕下為從事。後晉初年，隨孫鐸至汝州，孫鐸死後，先後擔任夏邑令，後任三司戶部出使巡官等職。後漢時，擔任盧氏縣令。後周時，出任秦州觀察判官；後周末年，趙匡胤發動「陳橋兵變」，劉熙古以左諫議大夫知青州。入宋後，961年，制置晉州（今山西臨汾）榷礬，增課八十餘萬緡。歷官刑部侍郎、知鳳翔府；改任權知秦州。972年，回京任參知政事，晚年以足疾致仕。著有《歷代紀要》十五卷。
