歸崇敬（720年 - 799年），字正禮，唐朝官員，蘇州吳縣（今江蘇省蘇州市）人。歸崇敬年少勤學，以經業擢第。唐玄宗天寶末年，舉博通墳典科，對策第一，授任為左拾遺。歷任起居郎、主客員外郎，均兼史館修撰，並參議國典大禮。吐蕃入侵，唐代宗入陝州，召問歸崇敬國家得失，歸崇敬回答民生疲敝，應該以儉化天下。大曆初年，擔任倉部郎中。大曆三年（768年）出使新羅，充弔祭、冊立新羅使，冊封金乾運為新羅王。唐德宗時官至工部尚書、翰林學士，以兵部尚書致仕。去世後，謚號宣。其子歸登，歸登子歸融。
