劉衍（1世紀57年後 - 125年），東漢明帝第六子，生母不詳，第一任下邳王。生年不詳，當約生於（57年）之後。始封於明帝永平十五年（72年）。建初初年弱冠。建初四年（79年），以臨淮郡、九江郡的鐘離、當塗、東城、歷陽、全椒等十七縣益下邳國。劉衍素有容貌，意為八面玲瓏，有「衍有容貌，肅宗（漢章帝）即位，常在左右」之載，德行算不錯。
126年，劉衍逝世，在位共54年。諡號下邳惠王。
