柳公綽（768年 - 832年），字起之，京兆府華原縣（今陝西省銅川市耀州區稠桑鄉柳家原）人，祖籍河東郡解縣（今山西省運城市臨猗縣）。唐朝官員。祖柳正禮，邠州士曹參軍。父柳子溫，丹州刺史。生母崔氏、繼母薛氏。其弟柳公權。柳公綽幼聰敏，貞元元年（785年），應制舉，登賢良方正、直言極諫科，授秘書省校書郎，時年十八。貞元四年，複應制舉，再登賢良方正科，時年二十一。按古人計歲慣用虛歲，據此推算其生年為大曆三年（768年）。
武元衡節度劍南，召為吏部郎中。元和初年，官御史中丞。元和中，遷兵部侍郎兼御史大夫，改京兆尹、兼御史大夫。後官鄂岳觀察使。貞元十一年，柳公綽久任無功，以李道古代之。大和（太和）六年四月乙丑（832年5月6日），柳公綽去世，虛歲六十五。贈太子太保，謚曰成。娶韓皋女。子柳仲郢，有女柳道娘、柳愔愔及柳老師。
