斛律孝卿，東魏太安人，鮮卑部落酋長。高歡大將斛律羌舉之子。官至北齊中書令、義寧郡王，隋戶部尚書、山南道行台尚書右僕射。斛律孝卿自幼聰敏，北齊武平末年（576年），官至侍中、開府儀同三司，封義寧王，知內省事，掌管外兵、騎兵機密。當時北齊朝堂由一群奸臣掌權，自趙彥淵（唐朝時避李淵諱改為趙彥深）死後，朝廷權貴主持機密的，只有斛律孝卿一人獨守清白，沒有貪穢。北周攻齊，後主高緯逃至齊州，以孝卿為尚書令，又以中書侍郎薛道衡為侍中，封北海王。二人勸後主作承光詔，禪位給任城王高湝。後主于是令孝卿帶著詔策及傳國璽前往瀛州，孝卿見北齊亡國，便回到鄴城投向北周，隨北周武帝回長安，授儀同大將軍、宣納上士。隋文帝開皇中，官至太府卿、戶部尚書。
