劉筈（1094年 - 1151年），劉霄的孫子，劉彥宗的次子，大興府宛平縣人。劉筈以蔭補門，沒有就任。遼朝末年，天祚帝西逃，蕭普賢女攝政，以他賜進士第，尚書左司員外郎。1123年，金太祖克燕京，他隨父兄降金朝，次年為殿中少監，太常少卿，東上門使。隨粘罕伐宋，圍攻太原。為衛尉卿，權簽宣徽院事。1126年，權中書省樞密院事。1129年，為禮部尚書。1132年為彰信軍節度使。權簽中書省樞密院事。1139年，改左宣徽使。皇統元年（1141年）為江南冊封使，假中書侍郎，冊封宋高宗為宋國皇帝。1146年為行台尚書右丞相。1149年為平章政事，吳國公，行台右丞相如故。1149年，封滕王，1150，封鄭王，尚書右僕射兼中書令。因病解職，任燕寧留守，封曹王。1151年致仕，五十八歲卒。
