杜亞（725年 - 798年），字次公，唐朝京兆府萬年縣（今陝西省西安市）人。至德初年，唐肅宗在靈武，杜亞上書論當世之事，擢升為校書郎。唐代宗時，擔任諫議大夫。元載死後，授為給事中。與宰相常袞不睦，出為江西觀察使。唐德宗即位後，召還，不久出為陝虢觀察兼轉運使，轉任河中晉絳等州防禦觀察使，因為劉晏遇害，被貶為睦州刺史。興元初年，入朝為刑部侍郎，又拜揚州長史、淮南節度使。大治漕渠。杜亞自以為有宰相之才，多次擔任外官，志向不達，政事多委副手，生活奢靡。貞元年間，罷歸。晚年還賄賂宦官，謀求河南尹職。以檢校吏部尚書、充東都留守。貞元十四年，去世後，謚號肅。
