Ji Kang asked how to cause the people to reverence their ruler, to be faithful to him, and to go on to nerve themselves to virtue.
孟子·公孙丑下》:或问曰:“齐伐燕,有诸?”
Some one asked Mencius, saying, 'Is it really the case that you advised Qi to smite Yan?'
礼记·缁衣》:子曰:“政之不行也,教之不成也,爵禄不足也,刑罚不足耻也。”
The Master said, 'When (the measures of) government do not take effect, and the lessons of the ruler do not accomplish their object, (it is because) the giving of rank and emoluments is unfit to stimulate the people to good, and (the infliction of) punishments and penalties is unfit to make them ashamed (of evil).'
扬子法言》:讽则已,不已,吾恐不免于也。
Once it satirizes, then it should stop. When it does not end, I am afraid that it does not avoid becoming encouragement.
