The Master said, "What does the Shu Jing say of filial piety? - 'You are filial, you discharge your brotherly duties. These qualities are displayed in government.'"
孟子·盡心上》:其生色也,睟然見於面,盎於背,於四體,四體不言而喻。
Their growth and manifestation are a mild harmony appearing in the countenance, a rich fullness in the back, and the character imparted to the four limbs. Those limbs understand to arrange themselves, without being told.

If punishments are applied to accomplished crimes, then villainy will not be banished, and if rewards are bestowed for virtuous actions that have been achieved by the people, then offences will not cease.
