国有礼有乐，有诗有书，有善有修，有孝有弟，有廉有辩：国有十者，	If in a country there are the following ten evils: rites, music, odes, history, virtue, moral culture, filial piety, brotherly duty, integrity and sophistry,
上无使战，	the ruler cannot make the people fight
必削至亡；	and dismemberment is inevitable; and this brings extinction in its train.
国无十者，	If the country has not these ten things
上有使战，	and the ruler can make the people fight,
必兴至王。	he will be so prosperous that he will attain supremacy.
国以善民治奸民者，	A country where the virtuous govern the wicked,
必乱至削；	will suffer from disorder, so that it will be dismembered;
国以奸民治善民者，	but a country where the wicked govern the virtuous,
必治至强。	will be orderly, so that it will become strong.
国用诗书礼乐孝弟善修治者，敌至必削国，不至必贫国。	A country which is administered by the aid of odes, history, rites, music, filial piety, brotherly duty, virtue and moral culture, will, as soon as the enemy approaches, be dismembered; if he does not approach, the country will be poor.
不用八者治，	But if a country is administered without these eight ,
敌不敢至，	the enemy dares not approach,
虽至，	and even if he should,
必却；	he would certainly be driven off
兴兵而伐，	when it mobilizes its army and attacks,
必取，	it will capture its objective,
取必能有之；	and having captured it, will be able to hold it;
按兵而不攻，	when it holds its army in reserve, and makes no attack,
必富。	it will be rich.
国好力，	A country that loves force
曰“以难攻”；	is said to attack with what is difficult;
国好言，	a country that loves words
曰“以易攻”。	is said to attack with what is easy.
国以难攻者，	A country that attacks with what is difficult
起一得十；	will gain ten points for every one point that it undertakes,
以易攻者，	whereas a country that attacks with what is easy
出十亡百。	will lose a hundred men for every ten that it marches out.
