重罚轻赏，	If penalties are made heavy and rewards light,
则上爱民，	the ruler loves his people
民死上；	and they will die for him;
重赏轻罚，	but if rewards are made heavy and penalties light,
则上不爱民，	the ruler does not love his people,
民不死上。	nor will they die for him.
兴国，行罚，	When, in a prosperous country, penalties are applied,
民利且畏；	the people will reap profit and at the same time stand in awe;
行赏，	when rewards are applied,
民利且爱。	the people will reap profit and at the same time have love.
行刑重其轻者，轻者不生，重者不来。
