任譽，姦之鼠也。	employment and promotion are opportunities for the rapacity of the wicked.
亂有贊則行，	If lawlessness is aided, it becomes current;
淫佚有徵則用，	if there are symptoms of dissipation and licence, they will become the practice;
過有母則生，	if there is a foster-mother for transgressions, they will arise;
姦有鼠則不止。	if there are opportunities for the rapacity of the wicked, they will never cease.
八者有群，	If these eight things come together,
民勝其政；	the people will be stronger than the government;
國無八者，	but if these eight things are non-existent in a state,
政勝其民。	the government will be stronger than the people.
民勝其政，	If the people are stronger than the government,
國弱；	the state is weak;
政勝其民，	if the government is stronger than the people,
兵強。	the army is strong.
故國有八者，	For if these eight things exist,
上無以使守戰，	the ruler has no one to use for defence and war,
必削至亡；	with the result that the state will be dismembered and will come to ruin;
國無八者，	but if there are not these eight things,
上有以使守戰，	the ruler has the wherewithal for defence and war,
必興至王。	with the result that the state will flourish and attain supremacy.
