法有，	If there is law
民安其次；	and the people are quiet,
主變，事能得齊；	changes made by the ruler are relegated to the second place, so that affairs become well organized;
國守安，	the country is interested in maintaining peace and quiet,
主操權利。	but a ruler in wielding his authority and privileged position;
故主貴多變，	thus a ruler values many changes,
國貴少變。	but the country values few changes.
利出一孔，	If the profit leaks out through only one outlet,
則國多物；	the state will have many products,
出十孔，	but if it leaks out through ten outlets,
則國少物。	the state will have few products.
守一者治，	If only one outlet is preserved, there will be orderly government;
守十者亂。	but if ten outlets are preserved, there will be disorder.
治則強，	Orderly government brings strength,
亂則弱，	but disorder brings weakness;
強則物來，	when there is strength, products are imported,
弱則物去。	but when there is weakness, products are exported.
故國致物者強，去物者弱。	Therefore a state that imports products is strong and one that exports products is weak.
