(The unadulterated influence)
太上，In the highest antiquity,
下知有之； (the people) did not know that there were (their rulers).
其次，In the next age
親而譽之； they loved them and praised them.
其次，In the next
畏之； they feared them;
其次，in the next
侮之。 they despised them.
信不足，Thus it was that when faith (in the Dao) was deficient (in the rulers)
焉有不信焉。 a want of faith in them ensued (in the people).
悠兮， How irresolute did those (earliest rulers) appear,
其貴言。 showing (by their reticence) the importance which they set upon their words!
功成事遂， Their work was done and their undertakings were successful,
百姓皆謂我自然。while the people all said, 'We are as we are, of ourselves!'
