善用兵者，The consummate leader
修道而保法，cultivates the moral law, and strictly adheres to method and discipline;
故能為勝敗之政。 thus it is in his power to control success.
兵法：In respect of military method, we have,
「一曰度，firstly, Measurement;
二曰量，secondly, Estimation of quantity;
三曰數，thirdly, Calculation;
四曰稱，fourthly, Balancing of chances;
五曰勝；fifthly, Victory.
地生度， Measurement owes its existence to Earth;
度生量， Estimation of quantity to Measurement;
量生數， Calculation to Estimation of quantity;
數生稱， Balancing of chances to Calculation;
稱生勝。」 and Victory to Balancing of chances.
故勝兵若以鎰稱銖，敗兵若以銖稱鎰。A victorious army opposed to a routed one, is as a pound's weight placed in the scale against a single grain.
勝者之戰民也，The onrush of a conquering force
若決積水于千仞之谿，形也。 is like the bursting of pent-up waters into a chasm a thousand fathoms deep.
