月正元日，On the first day of the first month (of the) next year,
舜格于文祖， Shun went to (the temple of) the Accomplished Ancestor.
询于四岳，He deliberated with (the President of) the Four Mountains
辟四门， how to throw open the doors (of communication between himself and the) four (quarters of the land),
明四目， and how he could see with the eyes,
达四聪。 and hear with the ears of all.
“咨，十有二牧！”曰，He consulted with the twelve Pastors, and said to them,
“食哉惟时！'The food!--it depends on observing the seasons.
柔远能迩，Be kind to the distant, and cultivate the ability of the near.
敦德允元，Give honour to the virtuous, and your confidence to the good,
而难任人， while you discountenance the artful
蛮夷率服。”- so shall the barbarous tribes lead on one another to make their submission.'
