王歸自克夏，When the king returned from vanquishing Xia
至于亳， and came to Bo,
誕告萬方。 he made a grand announcement to the myriad regions.
王曰：The king said,
「嗟！ 'Ah!
爾萬方有眾， ye multitudes of the myriad regions,
明聽予一人誥。listen clearly to the announcement of me, the One man.
惟皇上帝，降衷于下民。 The great God has conferred (even) on the inferior people a moral sense,
若有恆性， compliance with which would show their nature invariably right.
克綏厥猷惟后。 To make them tranquilly pursue the course which it would indicate is the work of the sovereign.
夏王滅德作威，The king of Xia extinguished his virtue, and played the tyrant,
以敷虐于爾萬方百姓。 extending his oppression over you,
爾萬方百姓， the people of the myriad regions.
罹其凶害， Suffering from his cruel injuries,
弗忍荼毒， and unable to endure the wormwood and poison,
並告無辜于上下神祇。 you protested with one accord your innocence to the spirits of heaven and earth."
天道福善禍淫，The way of Heaven is to bless the good, and make the bad miserable.
降災于夏， It sent down calamities on (the House of) Xia,
以彰厥罪。 to make manifest its guilt.
肆台小子，Therefore I, the little child,
將天命明威， charged with the decree of Heaven and its bright terrors,
不敢赦。 did not dare to forgive (the criminal).
敢用玄牡， I presumed to use a dark-coloured victim-bull,
敢昭告于上天神后，and, making clear announcement to the Spiritual Sovereign in the high heavens,
請罪有夏。 requested leave to deal with the ruler of Xia as a criminal.
聿求元聖， Then I sought for the great Sage,
與之戮力， with whom I might unite my strength,
以與爾有眾請命。to request the favour (of Heaven) for you, my multitudes.
上天孚佑下民， High Heaven truly showed its favour to the inferior people,
罪人黜伏， and the criminal has been degraded and subjected.
天命弗僭， What Heaven appoints is without error;
賁若草木，brilliantly (now), like the blossoming of plants and trees,
兆民允殖。 the millions of the people show a true reviving.
俾予一人輯寧爾邦家，It is given to me, the One man, to secure the harmony and tranquillity of your states and clans
茲朕未知獲戾于上下， and now I know not whether I may not offend against (the Powers) above and below.
慄慄危懼， I am fearful and trembling,
若將隕于深淵。 as if I were in danger of falling into a deep abyss.
凡我造邦， Throughout all the regions that enter on a new life under me,
無從匪彝，do not, (ye princes), follow lawless ways;
無即慆淫， make no approach to insolence and dissoluteness;
各守爾典， let every one be careful to keep his statutes
以承天休。- that so we may receive the favour of Heaven.
爾有善，The good in you
朕弗敢蔽； I will not dare to keep concealed;
罪當朕躬，and for the evil in me
弗敢自赦， I will not dare to forgive myself.
惟簡在上帝之心。 I will examine these things in harmony with the mind of God.
其爾萬方有罪， When guilt is found anywhere in you who occupy the myriad regions,
在予一人；let it rest on me, the One man.
予一人有罪，When guilt is found in me, the One man,
無以爾萬方。 it shall not attach to you who occupy the myriad regions.
嗚呼！ Oh!
尚克時忱， let us attain to be sincere in these things,
乃亦有終。」 and so we shall likewise have a (happy) consummation.'
