柏矩学于老聃，Bo Ju was studying with Lao Dan,
曰：“请之天下游。” and asked his leave to go and travel everywhere.
老聃曰： Lao Dan said,
“已矣！ 'Nay
天下犹是也。”- elsewhere it is just as here.'
又请之， He repeated his request,
老聃曰： and then Lao Dan said,
“汝将何始？” 'Where would you go first?'
曰：“始于齐。”'I would begin with Qi,' replied the disciple.
至齐， 'Having got there,
见辜人焉， I would go to look at the criminals (who had been executed).
推而强之， With my arms I would raise (one of) them up and set him on his feet,
解朝服而幕之，and, taking off my court robes, I would cover him with them,
号天而哭之曰：appealing at the same time to Heaven and bewailing his lot, while I said,
“子乎子乎！"My son, my son,
天下有大灾，子独先离之！” you have been one of the first to suffer from the great calamities that afflict the world."'
曰：“莫为盗！ (Lao Dan) said, '(It is said), "Do not rob.
莫为杀人！ Do not kill."
荣辱立， (But) in the setting up of (the ideas of) glory and disgrace,
然后睹所病； we see the cause of those evils;
货财聚， in the accumulation of property and wealth,
然后睹所争。 we see the causes of strife and contention.
今立人之所病， If now you set up the things against which men fret;
聚人之所争， if you accumulate what produces strife and contention among them;
穷困人之身， if you put their persons in such a state of distress,
使无休时， that they have no rest or ease,
欲无至此， although you may wish that they should not come to the end of those (criminals),
得乎！ can your wish be realised?
古之君人者，'The superior men (and rulers) of old
以得为在民， considered that the success (of their government) was to be found in (the state of) the people,
以失为在己； and its failure to be sought in themselves;
以正为在民， that the right might be with the people,
以枉为在己。 and the wrong in themselves.
故一形有失其形者， Thus it was that if but a single person lost his life,
退而自责。 they retired and blamed themselves.
今则不然。Now, however, it is not so.
匿为物而愚不识，(Rulers) conceal what they want done, and hold those who do not know it to be stupid;
大为难而罪不敢，they require what is very difficult, and condemn those who do not dare to undertake it;
重为任而罚不胜，they impose heavy burdens, and punish those who are unequal to them;
远其涂而诛不至。they require men to go far, and put them to death when they cannot accomplish the distance.
民知力竭， When the people know that the utmost of their strength will be insufficient,
则以伪继之， they follow it up with deceit.
日出多伪， When (the rulers) daily exhibit much hypocrisy,
士民安得不伪！ how can the officers and people not be hypocritical?
夫力不足则伪， Insufficiency of strength produces hypocrisy;
知不足则欺， insufficiency of knowledge produces deception;
财不足则盗。 insufficiency of means produces robbery.
盗窃之行，于谁责而可乎？But in this case against whom ought the robbery and theft to be charged?
