乡长者，The head of the district
乡之仁人也。 was the most high-minded and tender-hearted man of the district.
乡长发政乡之百姓， He notified the people of the district,
言曰：saying
‘闻善而不善者，"Upon hearing good or evil
必以告国君。 you shall report it to the lord.
国君之所是，What the lord thinks to be right
必皆是之， all shall think to be right,
国君之所非，what he thinks to be wrong
必皆非之。 all shall think to be wrong.
去若不善言，Remove from your speech that which is not good
学国君之善言， and learn his good speech.
去若不善行，Take away from your conduct that which is not good
学国君之善行， and learn his good conduct.
则国何说以乱哉。’ How then can there be disorder in the state?"
察国之所以治者何也？Now, how was order brought about in the feudal state?
国君唯能壹同国之义，是以国治也。There was order in the state because the feudal lord could unify the standards in the state.
