则邪官不及为私利于民， depraved officials have no opportunity of gaining private profits at the expense of the people,

百官之情不相稽， If the hundred officials are not in a condition to temporise and shift responsibilities on to one another,
则农有馀日。 then agriculture will know days of surplus;
邪官不及为私利于民， and if the depraved officials have no opportunity of gaining private profits at the expense of the people,
则农不敝。 then agriculture will not be ruined.
农不敝而有馀日，If agriculture is not ruined, but knows days of surplus,
则草必垦矣。 then it is certain waste lands will be brought under cultivation.
