A country which attacks with what is difficult
will gain ten points for every one that it undertakes;
a country which attacks with what is easy
will lose a hundred men for every ten that it marches out.

and by military service those conditions are made hard,
so that it attacks with words,
will lose a hundred men for every ten that it marches out.
