国贫而务战，If a state, when poor, applies itself to war,
毒输于敌， the poison will originate on the enemy's side,
无六虱， and it will not have the six parasites,
必强。 but will certainly be strong.
国富而不战，If a state, when rich, does not apply itself to war,
偷生于内， the poison is transferred to its own interior,
有六虱，and it will have the six kinds of parasites
必弱。 and will certainly be weak.
国以功授官予爵， If the state confers office and gives rank according to merit,
此谓以盛知谋， it may be said to be planning with complete wisdom,
以盛勇战。 and fighting with complete courage.
以盛勇战，以盛知谋，其国必无敌。 Such a country will certainly have no equal.
国以功授官予爵， If a state confers office and gives rank according to merit,
则治省言寡； then government measures will be simple and words will be few.
此谓以法去法，This may be said to be abolishing laws by means of the law
以言去言。 and abolishing words by means of words.
国以六虱授官予爵， But if a state confers office and gives rank according to the six parasites,
则治烦言生； then government measures will be complicated and words will arise.
此谓以法致法，This may be said to be bringing about laws by means of the law
以言致言， and causing volubility by means of words.
则君务于说言， Then the prince will devote himself to talking;
官乱于治邪。 officials will be distracted with ruling the wicked;
邪臣有得志， wicked officials will gain their own way,
有功者日退， and those who have merit will retire more daily.
此谓失守。 This may be said to be failure.
守十者乱，When one has to observe ten rules, there is confusion:
守壹者治。when one has only one to observe, there is order.
法已定矣， When the law is fixed,
而好用六虱者亡。 then those who are fond of practising the six parasites perish.
民毕农， If people occupy themselves entirely with agriculture,
则国富； the state is rich;
六虱不用， if the six parasites are not practised,
则兵民毕竞劝而乐为主用，then soldiers and people will, without exception, vie with one another for encouragement and will be glad to be employed by their ruler;
其境内之民，the people within the borders
争以为荣， will vie with one another to regard it as glorious,
莫以为辱。 and none will regard it as disgraceful.
其次为赏劝罚沮；Following upon this comes the condition where people will do it because they are encouraged by means of rewards and restrained by means of punishment.
其下，民恶之， But the worst case is when people hate it,
忧之， are anxious about it,
羞之。 and are ashamed of it;
修容而以言， then they adorn their outer appearances and are engaged in talking;
耻贫以外交， they are ashamed of taking a position and exalt culture.
以避农战， In this way they shun agriculture and war,
外交以备， and outside interests being thus furnished,
国之危也。 it will be a perilous position for the country.
有饥寒死亡， To have people dying of hunger and cold,
不为利禄之故战， and to have unwillingness to fight for the sake of profit and emolument,
此亡国之俗也。 are usual occurrences in a perishing state.
