法家 -> 商君書 -> 弱民 -> 2

民善之則和，The people, if they are benefited, are harmonious,
利之則用；and if they are loved, they are serviceable;
用則有任，being serviceable, they receive appointments,
和則匱；and being harmonious, they are not deficient.
有任乃富於政。Receiving appointments, they will enrich themselves in government positions,
上舍法，the ruler will abandon the law
任民之所善， and allow things to be done for the benefit of the people.
故姦多。 Thus criminals will be numerous.
民貧則力富，民富則淫，淫則有蝨。If the people are poor, they will be rich in strength, and being rich in strength, they become licentious; being licentious, they will suffer from the parasites.
故民富而不用，則使民以食出爵，爵必以其力，則農不偷。Therefore, if the people are rich and unemployed, they should be made to obtain titles by means of their grain and every one of them will certainly become strong.
農不偷， Then there will be no derogation of agriculture,
六蝨無萌。 and the six parasites will not sprout out,
故國富而民治，and thus, the state being rich and the people orderly,
重強。 there will be twofold strength.
