中国戎夷，五方之民，The people of those five regions - the Middle states, and the Rong, Yi, (and other wild tribes round them)
皆有其性也， - had all their several natures,
不可推移。 which they could not be made to alter.
东方曰夷， The tribes on the east were called Yi.
被发文身，They had their hair unbound, and tattooed their bodies.
有不火食者矣。 Some of them ate their food without its being cooked.
南方曰蛮， Those on the south were called Man.
雕题交趾，They tattooed their foreheads, and had their feet turned in towards each other.
有不火食者矣。 Some of them (also) ate their food without its being cooked.
西方曰戎， Those on the west were called Rong.
被发衣皮，They had their hair unbound, and wore skins.
有不粒食者矣。 Some of them did not eat grain-food.
北方曰狄， Those on the north were called Di.
衣羽毛穴居，They wore skins of animals and birds, and dwelt in caves.
有不粒食者矣。 Some of them also did not eat grain-food.
中国、夷、蛮、戎、狄，The people of the Middle states, and of those Man, Rong, and Di,
皆有安居、和味、宜服、利用、备器，all had their dwellings, where they lived at ease; their flavours which they preferred; the clothes suitable for them; their proper implements for use; and their vessels which they prepared in abundance.
五方之民， In those five regions,
言语不通， the languages of the people were not mutually intelligible,
嗜欲不同。 and their likings and desires were different.
达其志， To make what was in their minds apprehended,
通其欲： and to communicate their likings and desires,
东方曰寄，(there were officers) - in the east, called transmitters;
南方曰象，in the south, representationists;
西方曰狄鞮，in the west, Di-dis;
北方曰译。and in the north, interpreters.
