命乡，He commanded that, throughout the districts,
简不帅教者以告。 there should be marked and pointed out to him those who were disobedient to his lessons.
耆老皆朝于庠，(This having been done), the aged men were all assembled in the school,
元日，and on a good day
习射上功， archery was practised and places were given according to merit.
习乡上齿，(At the same time) there was a feast, when places were given according to age.
大司徒帅国之俊士与执事焉。 The Grand minister of Instruction conducted thither the eminent scholars of the state and along with them superintended the business.
不变， If those (who had been reported to him) did not (now) change,
命国之右乡，简不帅教者移之左； he gave orders that they who were noted as continuing disobedient in the districts on the left should be removed to those on the right,
命国之左乡，简不帅教者移之右， and those noted on the right to the districts on the left.
如初礼。 Then another examination was held in the same way,
不变，and those who had not changed
移之郊， were removed to the nearest outlying territory.
如初礼。Still continuing
不变， unchanged,
移之遂，they were removed, after a similar trial, to the more distant territory.
如初礼。 There they were again examined and tried,
不变， and if still found defective,
屏之远方， they were cast out to a remote region,
终身不齿。 and for all their lives excluded from distinction.
