是故古者圣王之为政
也		When the ancient sage-kings administered the government
1，
言曰： they declared:
“不义不富， "The unrighteous will not be enriched,
不义不贵， the unrighteous will not be honoured,
不义不亲， the unrighteous will not be favoured,
不义不近。” the unrighteous will not be placed near."
是以国之富贵人闻之，Upon hearing this, the rich and honoured of the country
皆退而谋曰：all began to deliberate, saying:
‘始我所恃者，"What I have been depending on
富贵也， was wealth and honour.
今上举义不辟贫贱， Now the Lord promotes the righteous without discrimination against the poor and humble.
然则我不可不为义。’ Hence I may not do unrighteousness."
亲者闻之， Upon hearing this,
亦退而谋曰：the favoured also began to deliberate, saying:
‘始我所恃者亲也， "What I have been depending on was favour.
今上举义不辟
亲2疏，		 Now the Lord promotes the righteous without discrimination against those thus far neglected.
然则我不可不为义。’ Hence I may not do unrighteousness."
近者闻之， Upon hearing this,
亦退而谋曰：those placed near began to deliberate, saying:
‘始我所恃者近也， "What I have been depending on was intimacy.
今上举义不避远， Now the Lord promotes the righteous without discrimination against the distant.
然则我不可不为义。’ Hence I may not do unrighteousness."
远者闻之， Upon hearing this,
亦退而谋曰：the distant also began to deliberate, saying :
‘我始以远为无恃，"I used to think, being distant I had nothing to depend on.
今上举义不辟远， Now the Lord promotes the righteous without discrimination against the distant.
然则我不可不为义。’ Hence I may not do unrighteousness."
逮至远鄙郊外之臣，Vassals of distant districts
门庭庶子， as well as youths in the palace,
国中之众、四鄙之萌人闻之，and multitudes within the state boundaries as well as the rustics living on the four borders, upon hearing this,
皆竞为义。 all competed in doing righteousness.
是其故何也？Now what is the reason for all this?
曰：上之所以使下者，一物也， It is only with material goods that the superior can employ his subordinates,
下之所以事上者，一术也。 and it is only with statecraft that the subordinates can serve their lord.
譬之富者有高墙深宫，墙立既，谨上为凿一门，Take, for example, the rich man who built his walls high and left only one gate.
有盗人入， When the burglar had entered,
阖其自入而求之， the man closed the gate and searched for him,
盗其无自出。 and the burglar had no more exit.
是其故何也？Why?
则上得要也。Because the man had the vantage-point.
